I don't know much about inscriptions, but let me see if I get this right.
In a game where everyone wants the absolutely best items, inscriptions are just another way to buff an item. So not only are you looking for a weapon that has the best dmg (or whatever), but your looking for a weapon that also has the best mods, best construction parts (hammer grips, bow strings, etc), and an inscription slot so you can add the best inscription to it. This way, there could not be a better weapon for that class/use.
Because your weapon doesn't have an inscription slot, it means that it can never be as good as the best weapons, and since the value for weapons below "the best" are very low since nobody wants them, your normally expensive item is now worth not as much.
Hopefully I got that right.

I'm sure you could make some PVE noob player's day though if you gave them a good deal on it.

So I repeat again:
If a weapon supposed to drop inscribable drops with a Deathbane mod, it has about 33% chance for having no inscription slot.
Yes, about 2/3 of weapons with the Deathbane mod are still inscribable.
This affects both gold and purple weapons in the same way and at the same rate. Blues don't count as they often miss inscription slots no matter what the other mods are.

Interesting I've noticed while doing CR that most weapons don't come with a damage mod if they have a +xx% vs monster.

Yea. Taking a complete guess, weapons have usually only one type of damage modifier for the inscription. Then when a weapon comes around that has a damage modifier that isnt the inscription part, the game messes up and won't put two damage modifiers on it, so you lose your inscription slot.
People have said they find deathbane mods with inscriptions. I have a feeling that is with mods such as "I have the power!" and the like where the damage isnt modified. This is a complete guess though.

I've also saw people saying that daggers, spears and scythes have no slaying mods.
But I did found an inscribed scythe with undead saying mod some time ago in the Desolation.
If there is such a bug, it must hhave hapenned after that, 3 months ago.

I'd argue with these numbers myself. I see alot of weapons drop that have deathbane on them and I'd say about 70% of them don't have an inscription slot when they should.

Do you have any mathematical evidence to support this claim? Because you can read that most people claim that weapons that drop WITH DEATHBANE are always uninscribable. I will agree with this, as every deathbane modded item dropped in NF or EOTN has indeed dropped without any inscription slot.
It also affects blues...but blues as you say have a chance on their own of not having inscriptions.

I think anet needs to fix the deathbane mod to be inscr 100% of the time... unless its some joke that they want everyone to suffer through lol.

Ye, some claim to have seen one.... yet there is no one in posession of one at the moment and no one has a screenshot.

Its more to do with the inscription less items. Usually I'd get this stuff from kurz and luxon chests. No dmg mod and just a +xx% vs dragons(enter monster here)
I think i've only gotten one or two of the inscription weapons with a slaying mod on them. Which had no space for an inscription.

This dropped today (4/20/2008) in Secret Lair of the Snowmen.
Although I didn't take a picture, I had another item drop with Deathbane today, that did not have an inscription. It may be a bug, but it seems to be random.

That sounds very reasonable to me. People have stated that they find weapons with a deathbane mod that also have a inscription slot... well every single one I've seen has been one with some inscription that doesn't affect damage.

the 19% deathbane is guaranteed on weapons that are meant to be inscribable (Colored drops from NF and GWEN). I's well known in these forums but i was also wondering why and whats wiith it?
